First, the master cylinder needs to be bench bled, or it will retain air in it. If you didn't bench bleed it, and try to bleed it on the vehicle, it will force air into the lines. It's also at an angle that makes getting all the air out of it nearly impossible. Second, if you replaced a length of the steel lines, then you've got a lot of bleeding to do. Last, when you bleed a new master cylinder, it's possible the primary piston can get stuck all the way forward, even though there are springs that should push it back.
