I have a 2000 dodge grand caravan and it was running but was making a loud noise. I shut the car off and smelt a burning smell but thought it was because I needed oil so I put oil in and never turned the car back over until the next morning and it would not turn over. It made some noise like it wanted to turn over but didn't. A family friend that works on cars and have worked on my car many times before said my timing chain broke so that was replaced as well as a water pump and a new battery. The car still won't turn over. What else could it be?

Ask the person who recommended/changed the timing chain. The engine should have been started as the last step of the job. The engine should have been rotated by hand before the timing chain replacement was started. If it's an interference engine, the valves may have been bent when the chain broke.
