disable speed limiter (ES MODEL)

I've only heard of such a thing with corporate vehicles. If it's your work's car, leave it alone. If the Law put it there, leave it alone. If it's something that came with the car when you bought it used, you'll need to find a reliable mechanic in your area.
It is a used vehicle that was a city employee car. It was put in place to keep people from speeding. I took it to the local dealership and they have had no luck with removing it. They flashed the computer for the engine and it is still in place. With the car's speed limit set at below 65,it is dangerous to drive on the interstate in California. Any suggestions????
