I borrowed a 1999 Grand Caravan from a friend for hauling 4X8 sheetrock and plywood…it has same problem as you have. Nothing on instrument display works. My mech put meter on it to interrogate systems and got little response…leading us to believe it may be the Body Control Module (BCM) (which my extensive search of the prob turned-up!). He may have the used part in his assortment of junked cars. It is worth a shot! I'm told this Van has over 200k miles on it. My owner friend says not to bother, but I want to help them with this prob thru my very friendly mech if I can? Hope this helps you. I think your van fits the group of Caravan with same parts on the 1995-2000 frame, but don't quote me!
