I have a 96 dodge that runs and drives shifts fine but won't go over 45 mph

The catalytic converter is most Lilkely clogged . This is a common probebly with those trucks as my son has a 96 that did the same thing. We took a grinder a cut a couple of slits in the down pipe before the cat and it ran fine until he could afford a new one ,
