replaced brake pads front and rear and now there is resistance as though brakes are on when taking off

calipers are sticky, the caliper slides were not lubricated with the proper lubricant- possibly the calipers are defective but your mechanic would have noticed it when he disassembled to clean and lube the slides.
Feel the wheels after a drive. The hot wheel will need to be checked out.

EU might have tightened the back breaks to tight if they are drums the liettle key that makes the tighter might just loosen them up a touch but still good enough for the e break to grab
