Starts great when cold but long crank after it sits for 15 minutes

Starts great when cold or if you shut it off and start it up again within a few
minutes but if it sets 15-20 min then it is hard to start. If I hold the throttle
peddle down it will start quicker.If it sets a few hours and cools down it starts
fine. It acts like a carb that is flooded.  Help!
