Cobalt won't start

Ran pocket scan got codes p1682
and p0010 new battery new starter
and new Actuator Solenoid. And
new relay. Checked fuse by the
battery also and it's good. Lights all
come on just won't even try to turn
over no noise at all from it. Should I
just junk it? It's a 2009 chevy cobalt

circuit description for p0010. hope it helps. I'd check voltage readings, fuses, and wiring circuit for any component.
Battery connections all good? Some makes and models, if battery voltage is lost, some systems may have to relearn. If the starter motor won't crank the engine, we can usually bypass some systems to see if starter motor will actually crank the engine. If you try that make sure transmission is in park or neutral and the parking brake is set. Make sure vehicle can't move. I haven't looked to see if security system can effect your starter motor? Do you want starter motor wiring diagram for testing starter motor circuits?
