Steering wheel locked and windows power does not work

Insert key into ignition switch and work at turning to "Key On, Engine On", while slowly turn steering wheel to left and right to see if the ignition cylinder lock and the steering wheel locking plate are just bound up with each other.

This means the steering wheel has locked. just try to wiggle it around and you should almost feel it unlock and then the key will turn. Do this with the key turned as far as it will go

My wheels r straight but my steering wheel is half turned and my key won't turn on did the wiggling part .. nothing
