should the air filter box (lifetime) have water in it?

Question type: Maintenance & Repair

Removed air filter box and saw water in the indicator mounted on the side and dumped water out of box.  Is this normal?  Should the filter be replaced?  Have had problems with acceleration and hesitation or missing.  Could air filter be part of the problem.  Love my franken focus but am getting frustrated.
