is it oay for the spark plugs to be wet?

No,it is not good.It,s all according how they are being wet,from oil,or water.Is it coming from internal or external?

If it wetting bottom of the plug,than you have internal engine problems,possible,head gasket,and if oil bad rings are a posssibilty.

looking at your first question about the car not starting -- your plugs are wet because they aren't firing, and your other 3 questions are about wet plugs.If this is something you could pursue yourself ;then,you'd already be looking , There are just those times when you need someone with basic mechanics right there with you to help. sorry ,call a mechanic sounds like you'll need a tow.
