2010 ? cobalt no crank no check engine light

My cobalt quit on me recently.  No check engine
light, no communication with ECM. Cant hear the
fuel pump kick on.  Just lights and radio. 2 weeks
after going down it started again and threw code
p1682. And said engine power reduced. Pedal to
the floor doesnt budge RPMs. Would die after
running 15 minutes or sometimes die immediately.  
2 days later dead again with no communication.
I've tried switching out relays, tried all the fuses.
Switched out computers NOTHING. Has Anybody
had this problem.

Below is circuit description for that code you listed. When I first read your post, the first thing I thought about was tac/throttle actuator control. Hope this helps, a little.

It doesnt help because the code is only thrown when the car starts. My primary concern is that it doesn't crank click ANYthing at all
