what problems does this buildup indicate?

I am more interested in the gunk on the threads near the seat. Looks like someone used a bunch of anti-seize when they installed that plug. That is not a good idea. That plug looks like maybe burning some oil from the valve guides, but from that angle it is hard to tell.
