Rpm needle jumping around

I have a 2000 Elantra 180k miles and
my mechanic has been working on an
overheating issue. Finally it all seemed
to be running as well as possibe, the
engine coolant was out- like almost all
out. I purchased the Asian 50/50 over
the weekend and had to almost the
entire jug. Drove it a couple times no
more than 40 mph for about 15
minutes each-short trips-Seems to be
okay...then..the following Monday
morning i slow down to take a left turn
and as I'm turning the rpm needle
starts bouncing and stopped at like 2
rpm. I was running late so i didnt notice
what is was when i turned the car off

Not an answer heres a question i am buying a 1999 Hyundia elentra Its has preventive maitence done timing belt water pump. Wheel berings brakes battery alternator. Catyliac convertor wires plugs and oil changes every 3000 exhaust. I am paying 800.00 is that a good deal?
