Engine rpm surges at idle and at highway speeds. Engine goes high and low, up and
down. Can you help.

Is the check engine light on to indicate there are any codes? Possibilities could be a bad sensor or vacuum leak somewhere.. Taking a guess. It's difficult to diagnose an engine problem without any diagnostics or data.
