It might be part of the crumple zone of the bumper, but I'm not well versed in BMWs. (Most bumpers have a crumple zone packed with foam or collapsible plastic to absorb shock.) Hopefully someone more familiar with BMWs will come along and give you a more definitive answer.
Crawl under and look if it fits into a housing, in case its a filter for the cold air intake. If it is, it may have some plastic fasteners that worked loose.
It is a like a linned piece that connects at the very front of the car, almost looks like a filter but one part of it is hanging down
