We have checked the bulbs, fuses, and wires. All of these work, but the problem persists. We have checked the brake switch and turn signal switch. They work. The lights also do not work on the trailer.

is everything stock? you have power at the bulb? since you said wires were good then I would assume so. In that case the bulb or a connection issue.
Broken WIRE BETWEEN FRONT HARNESS AND REAR...
I had a similar issue and after verifying the wiring, power and fuses were all good, it looked like the BCM needed to be replaced. Before buying one, I decided to try ForScan to check the module; I had some errors due to a battery failure a few months ago. I reset all the DTM's, then ran a self test on the BCM; It ran successfully. I tried the signals and they all work now. This may not be your issue, but I had heard about other BCM issues resolved by resetting the BCM and it worked for me.
