What resets the computer after the codes are cleared?

After codes are cleared that's it the computer will "relearn" or optimize the fuel map and timing when in closed loop after driving. what code(s) or parameters are messaging NOT ready?
don't know that answer- I've had it to the dealer and a service center several times and I'm told we can't do a state inspection because of the not ready message. One place told me to drive at 70 MPH with half a tank for 30 minutes. The dealer said it is "key cycles" that matter but didn't know how many. Help!

Now I know its an emission system issue, for state certification:1. O2 SENSOR HEATER 2. CATALYST 3. O2 SENSOR 4. EVAPORATIVE SYSTEM all which are "not completed" Key cycles will not help this! Its not going into what is referred to as closed loop. The dealer should know this after servicing so many jeeps, its called "pattern recognition" they Jeep Compasse's have the same issues. Check these items 1.O2 FUSE 15amp in power distribution box its under the hood. 2. Electrical harness that connects to the UPstream 02 HEGO (heated exhaust gas oxygen) sensor(s) is it connected? is it worn or frayed? insulation gone from wiring? ~~~ HERE'S the drill i use for this I use the FACTORY scan tool: P0135-O2 SENSOR 1/1 HEATER PERFORMANCE When Monitored: Engine running and heater duty cycle greater than 0%. ASD Relay is energized. Battery voltage greater than 10.4 volts. Set Condition: No sensor output is received when the PCM powers up the sensor heater. O2 heater is out of control for 128 seconds after it has reached 300 deg C. Two trip fault P0141-O2 SENSOR 1/2 HEATER PERFORMANCE When Monitored: Engine running and heater duty cycle greater than 0%. ASD Relay is energized. Battery voltage greater than 10.4 volts. Set Condition: No sensor output is received when the PCM powers up the sensor heater. O2 heater is out of control for 128 seconds after it has reached 350 deg C. Two trip fault. P0155-O2 SENSOR 2/1 HEATER PERFORMANCE When Monitored: Engine running and heater duty cycle greater than 0%. ASD Relay is energized. Battery voltage greater than 10.4 volts. Set Condition: No sensor output is received when the PCM powers up the sensor heater. O2 heater is out of control for 128 seconds after it has reached 300 deg C. Two trip fault. P0161-O2 SENSOR 2/2 HEATER PERFORMANCE When Monitored: Engine running and heater duty cycle greater than 0%. ASD Relay is energized. Battery voltage greater than 10.4 volts. Set Condition: No sensor output is received when the PCM powers up the sensor heater. O2 heater is out of control for 128 seconds after it has reached 350 deg C. Two trip fault. POSSIBLE CAUSES O2 SENSOR HEATER OPERATION O2 HEATER ELEMENT O2 HEATER CONTROL CIRCUIT OPEN O2 HEATER GROUND CIRCUIT OPEN 1 Turn the ignition off. NOTE: Wait a minimum of 8 minutes to allow the O2 Sensor to cool down before continuing the test. Allow the O2 Sensor voltage to stabilize between 4.6 and 5.0 volts. Ignition on, engine not running. With the DRBIIIt, actuate the O2 Heater Test. With the DRBIIIt, monitor O2 Sensor voltage for at least 2 minutes. Does the voltage stay above 4.5 volts? Yes ! Go To 2 No ! Refer to the INTERMITTENT CONDITION Symptom (Diagnostic Procedure). 2 Turn the ignition off. NOTE: Allow the O2 Sensor to cool down to room temperature. Disconnect the O2 Sensor harness connector. Measure the resistance across the O2 Sensor Heater element component side. Is the resistance between 2.0 and 30 ohms? Yes ! Go To 3 No ! Replace the O2 Sensor. Perform POWERTRAIN VERIFICATION TEST VER - 5. 3 Disconnect the PCM harness connectors. Measure the resistance of the O2 Heater Control circuit from the O2 Sensor harness connector to the appropriate terminal of special tool #8815. Is the resistance below 0.5 of an ohm? Yes ! Go To 4 No ! Repair the excessive resistance in the O2 Heater Control circuit. 4 Measure the resistance between an engine ground and the O2 Heater ground circuit at the O2 Sensor harness connector. Is the resistance below 0.5 of an ohm? Yes ! Go To 5 No ! Repair the excessive resistance in the O2 Heater ground circuit. 5 NOTE: Before continuing, check the PCM harness connector terminals for corrosion, damage, terminal push out. Repair as necessary. Using the schematics as a guide, inspect the wire harness and connectors. Pay particular attention to all Power and Ground circuits. If there are no possible causes remaining, view repair. Repair PCM
