The car I have is under my brother's name and want to know if you refinance
or pay off the vehicle and apply to purchase another vehicle.

If the car is under your brothers name, in order for you to apply for a car loan, you will need to be the owner. So contact some local lenders in your area, to get prequalified. You will need to know how much the purchase price of the car will be. Work that out with your brother. The lender will then calculate an interest rate based on your credit history. Once you secure the loan, have your brother transfer the title to you at your states DMV.
