After disconnected batteries car won't start

Sounds like something's not tight. Recheck your connections at the battery and anywhere else you might have been working on the car. Have you tried jump starting it from another car?

No jump start but it unlocks and all the lights turn on it wont crank
Could be a failed starter but there are relays and switches and fuses and etc. involved as well, so don't just start randomly replacing things. If you think its the starter take it off and have it tested first. If its more complicated than that you may need a professional to sort it out so you don't waste hundreds of dollars and days of down time trying to figure it out.
Ooops, just noticed this is the Volt forum. I'm so used to being on the Grand Prix one I didn't pay attention. Disregard everything I said. I know nothing about Volts. They are unique animals and you probably need the dealership to help you. Sorry.
