My 2014 Honda CRV makes an noise during cold starts, the dealer replaced
the cruise control and it is happening again.

Is it a rattling sound? If so, it is the VTC actuator. There is a service bulletin out on it. My opinion is that this action(rapid unlocking and locking) of the actuator causes the timing chain to stretch. I replaced the actuator(new design), timing belt, guides, etc. I don't drive the car anymore,but my daughter says it still makes the noise sometimes. I complained to Honda about this and it turned into the worst customer service experience of my life. No more Hondas for this family.
