NIADA CPO vs Dealer CPO?

I'm looking at a Civic from AuctionDirect. It happens to be stated as a CPO
through NIADA. I had thought that only a franchised dealer could sell their make's
CPO cars - Honda dealer can sell Honda CPO; VW dealer can sell VW CPO.

Is the NIADA process a different option? Is it legitimate?

Related, per the CarFax, this car's basic warranty has expired but there's a good
chunk of time/miles left on the powertrain, corrosion, and emissions. I read that
Honda CPOs extend/transfer certain warranties. Anyone know if NIADA does
something similar?

I personally have no experience with NIADA and would only consider a CPO vehicle through the manufacturer dealership. This would need to be a true CPO vehicle and not some 3rd party extended warranty BS.
