broken fuel gauge

i own a '95 mustang 5.0L HO with a broken fuel gauge. does anyone know how i can diagnose this problem?

its either broken at the instrument cluster, or the sending unit. very slim chance its the wiring in between. buy a used cluster at a junkyard or borrow one from another 95 if you know anyone who has one. even if you replace both it should be well under $50
