Car rolled while turned off with key our but in drive

Got out of car today turn if off took out key must have left it in drive went in store only for someone to yell my car was rolling out of the parking lot. Is this a defect? I have tried several other brands of cars and even other Hyundai and you can not take the key out while it is in park.

Have a transmission shop check it out. Maybe the park pawl is not engaging.
