Low voltage and ETC Indicator

Could a battery testing at 10.6 volts cause starting problems?  I have a
Electronic Throttle Control (ETC) indicator light on.

Absolutely. The actual voltage of what's anomaly 12 volt battery is 13.6 volts. Usually a reading of 10.6 v, if measured after a full charge, indicates a bad cell in the battery

I had the battery tested and it indicated a bad cell. New battery fixed the problem. The ETC indicator was the thing that I didn't understand. Thanks to all the Guru's help.
