Need to know if a Town car is towable with all four wheels on the road

You can usually tow a car on all four wheels, using a 'tow bar'. I believe you can usually rent tow bars from places such as U-Haul. In order to tow a vehicle in this way, you need to make sure that the steering wheel can turn freely, and the transmission is in neutral.
