car wont turn over,   you write about cycling the key three times.
what does that mean

Some service guides recommend turning key to on (not start) for 10 minutes before turning off waiting for 5 seconds before repeating the process for a total of 3 times. On the 4th time (with minimal waiting) you should be able to start the engine

Subarus don't require "wait" intervals between the cycles. Quick is cool, especially when your horn is blaring.
