I just got a 2019 Kia Forte. There is a green steering wheel light on the dash
that comes and goes. What does that indicate?

It's part of the Lane Keeping Assist (LKA) feature. If all conditions are met, the green steering wheel icon will illuminate next to the LKA icon, indicating that the steering wheel is being automatically controlled.

Wow Ed92626, what a spectacularly unhelpful response. MANY new Kia owners have this same question. Guess why. Because that indicator is NOT explained in the manuals. Also, when we asked our dealer they told us it meant the steering wheel heater was on. Cool, since we don't have a steering wheel heater. Guru, thanks for an ACTUAL answer. It was what many of us assumed, but again...NOT in the manual, so hard to be sure.
