have a 2001 merc. grand marquis. not getting fuel. what could be the problem?

have checked the fuses, relays, and everything that I can think of.  checked for voltage at the fuel pump. no voltage there.  fuel pump relay is activating.  only has the fuel shut-off switch after the relay in the wiring diagram.  shut-off is not tripped, but checked it by pushing the reset in.  still no voltage at fuel pump.

a relay has two functions the click you hear is points closing , nothing says their making contact to finish the currant trip

MAKE SURE YOU HAVE 12 VOLTS GOING THROUGH THE INERTIA SWITCH
