static noise in speaker after turning car off

While trying to program a new remote for my mom, I noticed static noise in the speaker when turning the key to the on/off position.  The noise continues with the ignition in the off position.  Needless to say, I'm having trouble with getting the new remote programmed.  What could be causing the static noise?

The ignition switch may be worn and not fully shutting the power off.

One more question, if we decide to change the ignition switch, do the keys need to re-programmed?
