Car not idling without foot on gas pedal . 1996 Mercury Grand Marquis

My 1996 Mercury Grand Marquis will not idle with out my
foot on gas pedal or in drive going over 20 mph. If you
remove foot from pedal it dies. My mechanic friend changed
the serpatine belt, bypass control valve and some pulley. I
found a black fuse on floor board with the letter and numbers
of FOAB 14b192-AA, can anyone tell me what this is and
where do I put it in case it's missing?

Try replacing the intake air control valve. It supplies air to the engine when idling and not depressing the accelerator pedal.
