Question type: General

This fell off of my car today while I was driving. I
heard a loud rumble in the back, thought it was
some thing in my trunk. Looked in the rearview &
saw this laying in the middle of the road behind
me. Didn't seem to affect the way the car felt while
driving but I need to know where it came from!

That looks like a weight that is used to tone down certain harmonics and prevent noises and vibrations. I would have the car looked over due the the large amount of serious rust that caused that part to fall off.

If I am correct about the part, it has no safety related problems at all, but since I can't physically crawl around under your car to inspect it I would still recommend getting the suspension and exhaust system inspected for safety reasons.

I have located some more info regarding the part. It is an exhaust vibration damper used to tone down unwanted vibrations in the exhaust system. That is all that it does. Do some reading at the link. Your Mercury and the Ford Crown Victoria are the same cars with essentially different looks. The link shows a picture of the parts and there is some discussion regarding it.
