my 99 Marquis runs rough only when the gas tank is low. What's up?

The less gas in the tank, the harder it is to start and also runs rough. More like it "blinks" or "skips" rather than shaking. Could it be water in the tank? If not, then what. The car has f20k on it, and otherwise is in great shape.

Yes it could be. Could also be an issue with the pick up tube in the tank. If it has a pin hole in it that gets exposed to air when fuel level is low it will spit and sputter. I would add some sea foam to a full tank of quality fuel. If its a water/moisture issue in the tank this should solve it.
