Car hold back at 4000rpm

I have a problem with my vrg galant when I am
driving an rev to 4000rpm it starts to hold back I
change fuel filter an clean mass air flow an fuel
pump in the thank I change plugs I really need
some help please

to move on to the exhaust side...hows the flow out of the cat.. standing still at 4500 rpm? alot more than at 1000 rpm? also hows the load fuel pressure? the normal pressure specification at idle should be at 38psi and with the pressure regulator vacuum hose disconnected it should be 47-50 psi.
