What is the cause of a rapid beeping when I bring the car to a stop? When I accelerate the beeping stops and there appears to be no trouble....until I have to come to a stop again.

There is a rapid beeping when I come to a stop. When I accelerate and begin
driving, the beeping stops. Then when I have to come to a stop again, the
beeping begins again.
I noticed that I could no longer get radio reception and don't know if that is
related to the stopping/beeping problem.

I have 2008 Lexus rx350 and am having a problem with it.when I have shut the car off taken the keys out the fan comes on when ever and runs the battery down until I have a dead battery.This happened 2 years ago to the same car,I took it to the dealership/repair shop.They told me it was the wiring harness that was damaged and needed to be replaced which they did,now it's doing the same thing.what is wrong here?how do I fix it?
