the plastic black case around my key that holds the chip for my 2005 Altima is broken. and now my car wont start. can I bypass the ignition and start my car?

Not without the chip key,you will have to get a replacement.

Yes it would have to be replaced at dealer,and as far as timming you would have to remove the timming belt cover and check the alinement points,this is best done by a pro.
