A used car dealer is required to purchase and supply the UVIP. If your buying private, you can work out the deal with the seller, but in most cases you will pay for one. Yes, a safety or car inspection is required. Again, the used car deal usually pays for that when they sell you the vehicle, but you might have to owe. Usually that is around $100 to $200. Maybe you are paying other fees or taxes with that? As for more details from the seller.
