Something flaking off

I bought this car yesterday and it has this weird
spot on the front of the hood when i rub my hamd
over it this stuff starts flaking off but it doesnt
seem to be the paint any ideas on what it is and
how to fix it?

Didn't you notice the spot yesterday when you bought the car. I would take it back to the seller and see if you can get some money back to paint the hood.

It was just a small used car lot i got it from...i did noticed it but the lady there couldnt tell me what it was she didnt know. So im just needing ideas on ways i could clean it off myself

Jessica, if that is the case, then you accepted the car in that condition and have no recourse with the dealer. I would follow the recommendations of Tom, they make sense. Good luck.
