rear brakes not working

1994 Nissan pathfinder rear brakes not working I have replaced the master cylinder rear wheel cylinders and shoes and the balancing valve under the rear passengers door nothing has changed? When the rear wheels are off the ground and I put it in gear and get the back tires turning and I slam the brakes on I have to pump the brakes 3 times real hard to get them to stop. And I have bleed the brakes 4 times with a brake bleeder, the peddle is up and not spongy at all .the emergency brake stops them good ?????????????/

it was the rear drums they where out of round ??????????????????
