smoke and oil coming out tailpipe

just had timing chain replaced at that time they said had bad head it was
replaced and the next day smoke and oil started coming out tailpipe could they
have over torced head

Was this a rebuilt head or a junk yard part? Oil burning could be bad valve stem seals or maybe the extra compression from a new head blew out the oil control rings on the pistons.
