My neighbor wakes me up at 5AM every morning by locking her vehicle with the
remote after exiting and blasting the horn. When I asked her to just push the
lock button on the inside of the door, she says there is no way to disable the
horn while locking the vehicle. Can this possibly be true?

I guess Jeeps do not use a silent lock when the remote is pushed once and only engages the horn if you press twice like many other vehicles. I would ask her about it or start locking your car after she goes to bed.
