You need to troubleshoot the electrical cooling fan circuit. Check voltage signal going into fans, if no voltage present, go back to fuse box and relay, if no signal going to fan relay, check cooling sensor located by radiator. If you're not comfortable troubleshooting, take it to a mechanic, it will be cheaper than replacing components by guessing.

Did you see if the fans came on when it got hot ? You could remove the thermostat and test it in a pan of hot water , do you have heat from good circulation ? If it gets hot quickly has white exhaust smoke and white goop under the oil fill cap it may be a blown head gasket , you can do a compression test to see for sure .
