why is it that the power locks will not unlock unless the engine is off

I have tried to unlock my doors with the engine running and was unable to do so. Why?

Has it always done this or did it just start recently? If it has been that way for 10 years, it probably is the design of the car. If not, I would start looking for some type of interlock switch (sometimes located on the door frame latch plate). Is it all doors or just the rear?
