since my instrument cluster has been acting up my low coolant level light comes on when there is plenty fluid in the reservoir and the radiator. What causes this?

Sounds like this is not the only thing acting up on your car (I read your other post about the loud hum you think may be the fuel pump). If multiple things are not acting right, I would suspect it may be your BCM/ECM going bad. It is one of the electronic brains helping your car function. If that proves to be the problem all that can be done is replacing it.
most likely you are operating under reduced voltages...you can check your battery connections...12.5 volts is what is needed...corrosion builds up in a hurry...wirebrush the battery connections, the blue corossion and mind the cable going to the block~ all in tip-top condition and the ECU will be expected to perform normally...frequently we are running with reduced capacity~
