2003 4Runner New Starter won't turn over

Replace a Starter on this truck, but have not been able to get the starter to
turnover more that onr time, when the key is turned

Voltage drop test been done? Possible hydro lock in the engine, remove the spark plugs and see if it will spin over and blow coolant out of the plug holes. Or could be just a bad starter, was it bench tested before installation?
