What is the TEL fuse for under the hood of my 2001 Camry?

I think it's for Telephone service. I think it's mostly used for overseas vehicles. It most likely goes to nothing if there is a fuse there. At least that's the only info I could find on it.

i don't think its that because the 5 amp fuse blew...i replaced it and the indicater on the dash went off for now. my battery is draining and i believe that's the problem...a short to the ground...just want to know where to look. I thought it might be the connection to the license plate light but i don't have one.
