The engine reached 195 on the tyta echo but still no heat at idle

The A/C Control Head is the part of the console that controls the blower speed, temperature, etc. Some are electronically controlled, many are vacuum-operated...being an Echo, which is an economy car (no insult intended), it is likely vacuum-operated... When you rotate the switch from full Cold to full Hot, does the switch itself feel unusual? Between your fingertips, does it actually FEEL as if it's rotating something? In the dash are a series of blend doors, which re-route air through the defrost, vents, floors, etc... Climate control setups vary pretty widely from car to car and manufacturer to manufacturer. You can look under the hood for hard plastic or rubber vacuum lines going to and through the firewall....inspect them for leaks/cracks/dry- rot, etc. Inspect the A/C controls and knobs themselves physically for anything that seems abnormal. Past that, you may likely be looking at either pulling the Control Head or taking the dash apart to find the issue. This is assuming there isn't a heater core problem or anything else. Unfortunately, this is something that is likely going to need an expert or someone very mechanically inclined to fix because it can be a labor-intensive job, even for an expert.
