My 2006 ford freestar's passenger seat belt is locked, how di get it unlocked?

They are a simple device with a little pendulum inside that swings forward and wedges itself against gear teeth to lock the seatbelt in place when the brake is applied. 1) make sure the front of your vehicle is NOT facing downhill, but uphill. 2) release any tension or pull from the seat belt by feeding it back into its roll. (this should release it) 3) IF not have the front end raised a little and then continue to jerk and release the belt which will jiggle the pendulum loose.

If the vehicle had been in an accident or the swat belt is faulty, the seat belt will lock and need to be sent in to be unlocked (repaired)
