Why would the radio kick into scan mode and stay there despite the dial being turned?

the past couple of weeks (immediately preceding a battery failure that has been fixed with a new Interstate model), when the car starts the radio goes into scanning mode and stays there despite efforts to get it to stay on one station.

There is a reset proceedure listed in your owners manual, also, if you don't have the manual press any one of the buttons on the face of the radio and hold until the radio resets to that station. Once the radio holds the station then proceed to reset your stations accordingly. jerry
