What would cause the vent fan to blow all the time even when fan switch is turned off?

There is a resistor under the dash that goes bad, It controls the blower motor speeds. When they go bad, all kinds of weird things can happen, like on mine, the blower motor would not shut off, even with the key removed...

Would this resistor cause the fan to blow even when selector dial for ac & heat is turned off as well?
